Trade Training Centres in Schools
Program
The Australian Government has also brought forward $110
million of funding for the Trade Training Centres in Schools
Program, from 2010-11 to 2009-10. This will provide
additional support for the economy now and also fast-track
measures to improve the skills base of the workforce.
Education Investment Fund
Another $580 million will be spent under
Round 1 of the Government’s Education Investment Fund (EIF).
This funding will be put towards supporting world-leading,
strategically-focused infrastructure investments that will
transform Australian tertiary education and research.
The Teaching and Learning Capital Fund (TLC) for Higher
Education (HE) is a one-off capital injection of $500
million to eligible higher education institutions across
Australia to target new infrastructure as well as the
upgrading of existing facilities.
The TLC(HE) will revitalise universities by developing
teaching and learning spaces that are physically and
technologically appropriate for 21st century approaches to
tertiary education. Funding will be distributed among
universities through grants taking into account each
university's share of total domestic students.
A further $2.6 billion and $511 million will go to
families and students to assist with the cost of education
in the 2009 academic year through the Back to School Bonus
and the Training and Learning Bonus respectively. The
Training and Learning Bonus will also provide assistance
with education costs for eligible income support recipients
wishing to return to study.
Teaching and Learning Capital Fund,
Vocational Education and Training
The Teaching and Learning Capital Fund (TLCF) for
Vocational Education and Training (VET) was announced on 12
December 2008 as part of the $4.7 billion nation-building
infrastructure package to support Australia’s economy.
The TLCF (VET) will inject $500 million into public
skills and training infrastructure to secure economic
activity, assist in addressing the impacts of the economic
downturn and increase the capacity of the training sector to
meet long term skills needs.
Funding focuses on capital investments that will
modernise and improve the quality of teaching and learning
across the VET sector.
Funding for this initiative will be provided through the
following three program elements:
Better TAFE Facilities
Funding of $200 million is available to each TAFE
institute across Australia, to help them to address
immediate maintenance needs, small capital works and
equipment and plant purchase. Grants of between $2 million
and $8 million are available to TAFE institutes for
eligible projects.
On 4 June 2009, the Minister for Education, the Hon Julia
Gillard MP, announced 60 TAFE institutes across Australia
will receive grants under the Better TAFE Facilities program
element.

Training Infrastructure Investment for Tomorrow
This program element provides $200 million for eligible
applicants, and consortia led by eligible applicants, to
apply for competitive grants of between $2 million to $10
million for infrastructure projects to adjust to the
emerging training needs of the local economies in which they
operate; and support the national training system to address
industry’s emerging green skills requirements.
On 19 June 2009, the Acting Minister for Employment and
Workplace Relations, Senator Mark Arbib, announced 32 TAFE
institutes would share in funding of $200 million under the
Training Infrastructure Investment for Tomorrow program
element.

Investing in Community Education and Training
Funding of $100 million is available to community
education and training providers, who will be able to apply
for small capital grants of between $50,000 and $250,000 to
assist with maintenance or the purchase of equipment, and
for larger grants of between $250,000 and $1.5 million for
major capital infrastructure developments or upgrades.
